The implementation of 1%-FAME (Fatty Acid Methyl Esther, initially derived from coco-methyl ether) by May 6, 2007
under the Biofuels Act of 2006 (Republic Act No. 9367) will help improve the protection of public health, the
environment, and natural ecosystems consistent with the country’s sustainable economic growth that would
expand opportunities for livelihood by mandating the use of bio-fuels.

Isuzu Philippines Corporation strongly supports the efforts being exerted by the Philippine Government to develop
and utilize indigenous renewable and sustainably-sourced clean energy sources to reduce dependence on imported
oil.

IPC’s initial reservation on the use of bio-diesel on the Isuzu Alterra and the Isuzu Trooper, as stated on the letter
of CAMPI to DOE on May 22, 2006, stemmed from the fact that these two models are equipped with Euro 3-
compliant common-rail direct injection diesel engines that are very sensitive to impurities, sediments and high water
and sulfur content.

During the months that followed after that statement was made, CAMPI (where IPC is a member) worked closely
together with DOE and the oil companies to ensure that the following measures will be included in the drafting of
the law and its corresponding implementing rules and regulations:

The 100% Pure Diesel and the 1%-FAME Blend shall have the same Chemical and Physical Properties, particularly,
on the Density at 15oC at between 0.820 to 0.860 kg/L, and Sulfur of 0.05% mass maximum.
Pre-blending by the oil companies.
Proper Supply and Distribution.
Accreditation of Biofuels Producer.
Quality Assurance.

As long as the above measures are in place, IPC sees no problem on the use of 1% -FAME Blend even on those
model with advanced Emission Control devices and/or  with Common-rail Fuel Delivery systems such as the Isuzu
Alterra and the Isuzu Trooper.

Likewise, IPC has already conducted its own parallel studies for more than six months on several fleets and the
results showed no negative effect thus far.

IPC shall continue to conduct its own test to verify the effects of several blends on the life of the vehicles.  Likewise,
IPC shall closely monitor the implementation of this program to ensure that quality standards and quality assurance
of bio-fuels are properly maintained.
